The disability rate in Europe is high, standing somewhere between 10% and 15%, with approximately 8% of the population in Slovenia holding a disabled status. Depending on the degree of impairment, a portion of this population is employable, although they face difficulties finding work. The remaining portion is unable to work; therefore, in accordance with the United Nations Convention on the Rights of Persons with Disabilities (2006), it is necessary to improve their living conditions in a non-discriminatory manner, maximizing their independence and integration into society. One viable avenue for achieving this is the timely deployment of new information and communication (IC) technologies. Although these require significant cognitive and educational engagement, they can significantly help individuals by reducing environmental and functional barriers.

The goals of the project “Analysis of Conceptual Frameworks of Informational and Technical System Support for Persons with Disabilities to Enhance Social Inclusion” are multifaceted and require a compromise between technology, society, and the specific needs of individuals with disabilities. The aim of the research was to design an integrated system of device ecosystems, assistive tools, applications, and other technological solutions that encompass technology, organization, and relevant stakeholders, all tailored to selected activities of persons with disabilities. In doing so, we strictly adhered to the principle of participatory design—nothing about us without us. Furthermore, it is essential to consider the specific barriers, types, and categories of disability, while remaining fully aware that persons with disabilities are not the only vulnerable group with special needs. Other vulnerable members of the population, such as the elderly, can also benefit from the support of such comprehensive technological frameworks.

The project aimed to investigate typical, complex daily routines across living, mobility, employment, and other scenarios—including interactions with and access to public institution services—that could be improved through integrated systems of modern tools, devices, and advanced data-supported technological solutions. Based on active participation, surveys, and interviews with individuals with disabilities, we identified a set of priority activities that need facilitation. Through these, we derived concrete guidelines for incorporating new IC assistive devices and solutions into the existing state-provided list of technical aids. The primary outcome of the research was the formulation of tangible proposals for an integrated system of advanced technological solutions (groups of tools, devices, and applications), which were validated through participatory collaboration with persons with disabilities and could potentially be funded by the state.
